Port of Québec unveils ambitious infrastructure modernization plan

The Quebec Port Authority has announced the most significant investment in its history: a port infrastructure modernization plan estimated at $1.7 billion over 10 years. The initiative aims to rebuild century-old wharves and adapt facilities to current climatic, technological and economic realities.

To maintain port activities, the modernization will occur in two phases, each comprising several sequenced projects. The port is set to initiate the procurement process for Phase 1 in January 2026, with reconstruction work expected to begin as early as the Summer of 2027.

A key first-phase project involves rebuilding Wharves 104, 105 and 106 at Anse-au-Foulon. The project will aim for Envision certification, an environmental standard assessing 64 criteria related to quality of life, climate resilience, resource management, and governance. The port is committed to maintaining ongoing dialogue with citizens to minimize disruptions and maximize benefits.

This extensive undertaking will bolster supply chain resilience and support the economic vitality of the St. Lawrence. Projections include up to $1.6 billion in value added to the GDP, approximately $800 million in tax revenues over the decade, and between 5,000 and 7,000 jobs created during the plan's implementation.

The plan includes adaptations to address climate change, such as raising wharf levels, implementing a specialized surface water management system, and preparing for shore power setup. The port also plans to install real-time tracking sensors that will monitor the condition of the wharves, provide data to a virtual replica, and help optimize long-term infrastructure maintenance.

Committed to transparency and accountability, the port will subject each project to a comprehensive assessment as part of the Impact Assessment and Mitigation Process (IAMP). All information will be made available to the public on the Je participe platform (in French).
