New waterfront park set to take shape in Lévis

The Port of Québec has announced a $2 million contribution to the Juvénat Notre-Dame du Saint-Laurent (JND) to support the development of a new waterfront park in Lévis. The project calls for the restoration of a portion of the shoreline, the creation of fish habitat, and the addition of new amenities to make the site more accessible to the public by summer 2027.

One of the project’s main goals is to return part of the shoreline to a more natural condition. This involves removing a concrete retaining wall and a portion of the land, freeing up a 2,700-square-metre (29,063-square-foot) area to serve as fish habitat, roughly the size of two Olympic swimming pools. Beyond its value for aquatic life, the restored area will support the restoration of riparian ecosystems and improve biodiversity in the surrounding area.

A one-kilometre (0,62-mile) waterfront promenade will also be developed around the park’s edges, along with a public plaza and an observation deck. The new facilities will make the space more appealing while contributing to the revitalization and enhancement of Lévis’ shoreline.

For the Port of Québec, which owns the lots surrounding the JND, the project represents a promising initiative that speaks to its environmental priorities and commitment to protecting ecosystems. It aligns with its infrastructure modernization plan, announced in November 2025, and marks a first investment of this scale outside its territory.

The port’s contribution builds on support from the City of Lévis, the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (a Green Marine supporter), and the partners of Fondation JND’s “Je nous Donne” fundraising campaign.
