New STAX Engineering agreement expands tanker emissions capture in Northern California

April 16, 2026

STAX Engineering has entered into a five-year exclusive service agreement with TransMontaigne Partners LLC, to provide emissions capture and control services for tanker vessels at TransMontaigne’s Martinez and Richmond terminals in Northern California. The agreement will support compliance with the California Air Resources Board's At-Berth Regulation, which takes effect for tanker vessels on Jan. 1, 2027.

The service will cover vessels calling at the two TransMontaigne terminals, with STAX expected to provide 4,000 service hours annually. Together, the facilities play a significant role in the region’s fuel logistics network, and with nearly six million barrels of storage capacity, they handle terminal operations, storage and distribution services for refined petroleum and renewable fuel products.

The agreement expands the deployment of STAX's mobile emissions capture technology in Northern California, where the company expects its broader operations to reduce annual emissions by 670 metric tons of nitrogen oxides, 31 metric tons of reactive organic gases and 31 metric tons of particulate matter.

By capturing emissions while vessels are at berth, the technology is intended to improve air quality in neighbouring communities and enable tanker operators to meet California's environmental requirements. Its mobile emissions capture and control system can reduce at-berth emissions by up to 99% without disrupting terminal operations.

The deployment at the TransMontaigne terminals adds to STAX’s growing fleet of emissions-capture barges, supporting its broader expansion across California and beyond.
