Incorporated in February 1996 as a not-for-profit, the Port Edward Harbour Authority (PEHA) is the second largest harbour authority in Canada. PEHA leases facilities from Small Craft Harbours, a branch of Fisheries and Oceans Canada, with the mandate to operate and maintain the facilities and a commercial fishing harbour. PEHA has four separate core fishing harbours managed by two respective communities: the Porpoise Harbour Marina Complex is located in Port Edward, British Columbia, while the Rushbrook Harbour, Cow Bay Harbour and Fairview Harbour are in Prince Rupert, B.C. Together the four sites provide moorage for 1,900 to 2,300 vessels annually, depending on the fishing season and weather.
