A third report on the state of maritime transportation in Quebec has been prepared by Innovation Maritime (IMAR) and the St. Lawrence Economic Development Council (SODES). The report highlights the importance of maritime transportation to Quebec’s economy. It also outlines significant challenges, including environmental issues, with a strong focus on ecologically favourable transition and innovation in the sector. The latest edition is based on 2022–2023 data collected as part of the Avantage Saint-Laurent maritime strategy.
The report identifies several key challenges for Quebec's maritime industry, including the persistent shortage of skilled labour, and fluctuating cargo volumes across ports, which are due in part to shifting industrial and logistical conditions. The need for infrastructure modernization, logistical optimization, and adaptation to global economic pressures add to these challenges.

Many Quebec ports have already adopted GHG reduction measures and sustainable management practices, according to the report. A number are actively involved in the Green Marine environmental certification program and planning carbon-neutral initiatives.
The report is part of the process leading up to the Quebec government's next maritime strategy, expected in 2025. The consultations held in 2023 will guide the sector's priorities for the upcoming strategy period.
